도널드 트럼프 미국 대통령은 10일(현지시간) 성명을 통해 중국이 전례 없는 대규모 수출 통제 조치를 발표했다며 "국제 무역 질서를 위협하는 도덕적 수치"라고 강하게 비판했다.
트럼프 대통령은 "중국이 2025년 11월 1일부터 자국에서 생산하는 거의 모든 제품, 심지어 일부는 직접 생산하지도 않는 품목에 대해서까지 전면적인 수출 통제를 시행하겠다는 적대적 서한을 전 세계에 보냈다"며 "이 조치는 모든 국가에 예외 없이 적용되며, 수년 전부터 계획된 것으로 보인다"고 밝혔다.
이에 대응해 트럼프 대통령은 "중국의 조치가 발효되는 11월 1일부터 미국은 중국산 제품에 대해 현재 부과 중인 관세 외에 100% 추가 관세를 부과할 것"이라고 선언했다. 또한 "동일 시점부터 모든 핵심 소프트웨어의 수출 통제도 시행하겠다"고 덧붙였다.
그는 "중국이 이런 행동을 취했다는 것은 믿기 어렵지만, 현실이 됐다"며 "이제 나머지는 역사가 될 것"이라고 경고했다.

중국에서 매우 이상한 일들이 벌어지고 있다!
그들은 점점 더 적대적으로 변하고 있으며, 세계 각국에 서한을 보내 희토류 관련 모든 생산 요소는 물론, 중국에서 제조되지 않은 것들까지 포함한 거의 모든 품목에 대해 수출 통제를 부과하겠다는 의사를 밝히고 있다.
그 누구도 이런 일을 본 적이 없다. 사실상 이는 전 세계 시장을 '막히게(clog)' 만들어, 거의 모든 나라의 경제 활동을 어렵게 만들겠지만, 중국 자신에게도 심각한 타격이 될 것이다.
이미 여러 나라들이 이러한 突如(돌연)한 무역적 적대 행위에 극도로 분노하며 미국 정부에 연락을 취해왔다.
지난 6개월 동안 미국과 중국의 관계는 매우 좋았기에, 이번 중국의 돌발적인 무역 조치는 더욱 놀라운 일이다.

하지만 미국 역시 훨씬 더 강력하고 광범위한 독점적 위치를 가진 분야들이 있다.
단지 나는 그 힘을 사용하지 않았을 뿐이며, 그럴 이유가 없었기 때문이었다 - 지금까지는!
중국이 보낸 서한은 수많은 페이지로 구성되어 있으며, 그들이 다른 나라에 공급을 중단하려는 모든 원소를 구체적으로 열거하고 있다.
과거에는 일상적이던 것들이 이제 더 이상 일상적이지 않게 되었다.
나는 시진핑 주석과 통화하지 않았다. 그럴 필요가 없었기 때문이다.
이번 사태는 나뿐만 아니라 자유 세계의 모든 지도자들에게도 완전한 충격이었다.

그 시점이 단순한 우연일까? 나는 의문을 품지 않을 수 없다.
중국이 이번 적대적인 '명령'에 대해 어떤 입장을 취하느냐에 따라,
나는 미국 대통령으로서 그들의 조치에 대한 재정적 대응에 나설 수밖에 없다.
그들이 독점한 모든 원소에 대해, 우리는 두 배의 대안을 가지고 있다.
이런 일이 벌어질 것이라고는 생각지 못했지만,
모든 일에는 때가 있는 법이며, 어쩌면 지금이 바로 그때일지도 모른다.
궁극적으로 이번 조치가 일시적으로 고통스러울 수는 있으나,
결국 미국에는 매우 좋은 결과를 가져올 것이라 확신한다.

Some very strange things are happening in China! They are becoming very hostile, and sending letters to Countries throughout the World, that they want to impose Export Controls on each and every element of production having to do with Rare Earths, and virtually anything else they can think of, even if it's not manufactured in China. Nobody has ever seen anything like this but, essentially, it would "clog" the Markets, and make life difficult for virtually every Country in the World, especially for China. We have been contacted by other Countries who are extremely angry at this great Trade hostility, which came out of nowhere. Our relationship with China over the past six months has been a very good one, thereby making this move on Trade an even more surprising one. I have always felt that they've been lying in wait, and now, as usual, I have been proven right! There is no way that China should be allowed to hold the World "captive," but that seems to have been their plan for quite some time, starting with the "Magnets" and, other Elements that they have quietly amassed into somewhat of a Monopoly position, a rather sinister and hostile move, to say the least. But the U.S. has Monopoly positions also, much stronger and more far reaching than China's. I have just not chosen to use them, there was never a reason for me to do so - UNTIL NOW! The letter they sent is many pages long, and details, with great specificity, each and every Element that they want to withhold from other Nations. Things that were routine are no longer routine at all. I have not spoken to President Xi because there was no reason to do so. This was a real surprise, not only to me, but to all the Leaders of the Free World. I was to meet President Xi in two weeks, at APEC, in South Korea, but now there seems to be no reason to do so. The Chinese letters were especially inappropriate in that this was the Day that, after three thousand years of bedlam and fighting, there is PEACE IN THE MIDDLE EAST. I wonder if that timing was coincidental? Dependent on what China says about the hostile "order" that they have just put out, I will be forced, as President of the United States of America, to financially counter their move. For every Element that they have been able to monopolize, we have two. I never thought it would come to this but perhaps, as with all things, the time has come. Ultimately, though potentially painful, it will be a very good thing, in the end, for the U.S.A. One of the Policies that we are calculating at this moment is a massive increase of Tariffs on Chinese products coming into the United States of America.
